Yeah, you're right about St.Pete's and Moscow, good places to start a hostel but the current legislation and high rent make it more difficult and less beneficial. As for other cities and towns in Russia, I think that sill few backpackers go there as this country is pretty tourist-unfriendly.
I lived in Belgrade last year, including a few months in a hostel. There are about 40 of them there now, too many for this city I think...
Ukraine (Kiev) seem to be an interesting city for developing hostels and they, together with Poland are hosting Euro 2012, so more opportunities again.
I think that for me the main problem is that I am not a EU citizen, so far I've got no idea how hard it would be to start a hostel there for me. That's something I have to find out as soon as possible.
