Can Denver have another hostel??
Since all three hostels in Denver currently have very low Hostelworld ratings of between 62% to 64% (and as low as 56% on Hostels.com) I would say yes, as long as you get your ratings up in the 80s to 90s.

If you are thinking about starting up a new hostel, how can you find out if other new hostels are in the works as well? Check the planning and development offices for projects under review?

The planning and development departments would likely have a weekly list of new applications which may include hostels. it is unlikely that they would have a ready made list of each type of permit as they do not care as long as it abides by the zoning rules for the particular area. Probably would have to spend a bit of time going through development permit requests or better yet befriend somebody at Planning with beer and just ask!
