You might try contacting specific hostels in Ontario, but ones that aren't in the same city as the one where you plan to open. That way you won't be seen as competition.

Hey,
I'm looking at opening up a hostel in Ontario. I have been told by my local building department that as per the Ontario Building Code, dormitory rooms need to be a minimum of 4.6m2 per person. Other hostels in Ontario however have dorm rooms substantially under that minimum. So I'm interested in knowing if anyone has any information as to how other hostels in Ontario have dealt with this issue and operated dorm rooms under this minimum? Any help would be great. Thanks

Hi goo-goo, were you able to find any information with this? I can currently helping a friend and I am coming across with the same issue here in Saskatoon.
