Small hostel in Portugal

Hi, could anyone provide the needed information to open small hostel in Portugal? I am planning to rent/lease  house with some land by the coast and turned it into a hostel with about 15 beds inside and few tents outside. Was wondering what papers and permitions are needed to do so. Cheers ;)

Just out of curiosty, what area of the coast are you looking at basing your hostel?
