Space standards

Is anyone aware of any national or local regulations for their hostel that controls such things as:

Number of dorm beds / square metreage of room.
Minimum size of a double room.
Number of toilets, showers and basins per bed.
Minimum size of communal areas per bed.

Any data that you have would be much appreciated, particularly from within Europe.
