Costa Rica has a very well developed Tourism infrastructure and Colombia is up and coming so I guess it depends which you would be happy to slot into.
Starting up in Colombia at the moment is a good option as there tourism is storming but you might have to work hard to promote your area and also Colombia isn't out of the woods yet in terms of the guerrilla groups and so you could possibly make a big investment only to see the arse fall out if it in a couple of years if the security situation goes south.
Costa Rica is now such a popular place with not only backpackers but also package tourists that the costs involved are pretty high. The plus side is that you have a tourism security and so once you're up and running, if you market your place well, you'll do well.
Both are great countries packed with attractions.
I met a guy on this forum about 6 months ago and offered similar advice - he's now opening his own hostel in Bogota, Colombia and loving it.
