If given a choice of one or the other, I would choose counter top burners. Or at least a way to boil water...

Housekeeping and Maintenance
Could anybody advice how to arrange kitchen in a hostel? What is more useful: toaster-oven or counter top burners? And how much of kitchen ware (pans and frying pans) are necessary? What else is worth to think about?

I agree on the burners. Much more flexibility.
In terms of numbers of pots and such and burners that you need depends on the size of your hostel. If you are 100 beds or less I would just go with one set of four burners. More important is the refrigerator space and dry food storage which again depends on the size of your hostel.
