There are no international regulations. The laws on hostels vary in each country, sometimes in each city.
You will need to visit the buildings department at the City Council to find the relevant regulations.

Could you provide me with international requirements that a hostel must meet?
I mean a square per person,a quantity of sinks, showers etc.

i don't need to tell you, red tape runs deep in USA. OH! MOSCOW, RUSSIA, not Moscow, Texas. in Russia, it may not be so bad... square feet usually apply to how many stars youк hotel has. i stayed in a box in Switzerland that hardly had room for my luggage. one big wheeled bag... up 5 flights, no elevator.
