We are looking to add personal lighting to each bed in our dorm style rooms.
Unfortunately, we are not able wire anything internally so we are looking for
smaller external lighting that will attach to the wall and powered by either
battery or the nearby outlet.
Does anyone have advice on this issue? Any tips/ideas would be helpful!

I know this is not going to overly helpful, but visit your local lighting shop, or DIY/IKEA shop, and see what they have to offer. That will give you a much indication of what is suitable for your hostel.
I would advise against batteries as backpackers will most likely 'borrow' the batteries, and 'forget' to return them. You will also have the problem of them draining quickly, and buying new ones.

Our hostel Dolgoch in the wilds of Wales has no mains electricity. It has a light above the stairs; you press a button and the light stays on for about 5 minutes. I presume the energy is from the force provided by pressing the button. Not exactly what you require, as you can't turn it off, but there might be something available of this type.

Personally I'd look into battery powered LED stick on lights - we bought some from lidl that cost about €5 for a a pack of 3 and take 3xAAA batteries. There is certainly the possibility of theft of either the light or battery, but it hasn't been a problem for us. You can usually source nimh rechargeables for about €3 per pack. At that price you could do 40 beds for less than €200. There are of course ongoing costs for theft and power, but I think the led lights are the most power efficient, so cheapest to run. Certainly would cost a lot more to get an electrician in to wire permanent lights in, and I don't think running cords all over the place is a good solution.
