Log into your booking.com extranet and go to the settings page. This varies from place to place depending on booking.com's policy in your country. There should be a tab (maybe under policies) which has a check box that says - allow guests to make a reservation without providing credit card details. Uncheck this box.
Once you've made the change, give it maybe 15-20 mins and try and book your property to verify if you are asked for credit card details.
If this doesn't work (it should), then contact booking.com and tell them that you need to collect credit card information for all bookings.
