how to offer free tea and coffee

Hi i want to offer free tea, coffee and milk in our hostel but we have a problem with some of the campervan travellers(which there are alot in nz) stealing knives, forks, pots and pans etc , i just dont want to give free tea and coffee and find half of it gone because someone has filled there jar up

we have 120 beds so arnt a small hostel so things like this can be harder to monitor

what do you think the best option is, how do you other hostels offer it?
