Building permits and business permits Oaxaca Meixco

Hi there, 
Moving to Puerto escondido and am planning to build a hostel. The original idea was to buy an already established business but they are quite hard t come by where i am moving. Has anyone had experience getting permits in Mexico to build and to run a business.
