My experience has been that in a hostel that size, you can't have a receptionist doing cleaning by themselves. I have worked in places where reception closes at mid-day so the receptionist can clean, but you will find that you will get lots of people wanting to checkin before checkin time, or they want to extend their stay, or they want advice on what to see and do in the city.
The hostel I am working out is similar sized, and the last week or so we have been quite busy during the morning due to people wanting to checkin, or extend their stay, plus we have a bar to look after, so getting away for more then 5 minutes is impossible. It's always impossible when the hostel is full.
My opinion would be to employ a full-time cleaner, and get the receptionist to help out when they can. The receptionist *should* be able to squeeze in an hour here and there if the hostel is not busy. I also dislike hostels that close their reception during day-time hours.
