where can i complain in this case ?
there is this type of dirty concurrence , when the concurrent tries to keep your rating down in order to be focused on the top , for the hostel bookers.
he makes the fake bookings , sometimes with a help of his friends , in order to get most of the backpackers himself and to keep the other hostel down.

is there any administrative or criminal responsibility for this ?

I've had people who were very happy, and assured me they were going to leave a glowing review, and then when I've seen the review it just has a percentage and no comment, and been a poor percentage. I personally believe in some of those cases it might be a mistake - ie they meant to leave it for another hostel, but as there is no comment, it's impossible to say.

Agreed. At least if you get some kind of feedback you can reply to the review, and/or take it on board.

I find that the few times I've had to query a review that the HW process works pretty well. It's not lightning fast, but they seem happy to complete reasonable requests

HW does not have troubles removing these kind of reveiws as long as they are proved to be fake. We have had such situations on several occasions and all of the times HW did remove them. It did take some time, but worked out at least.

I think a guest can only rate one day after his stay is finished... ? am I correct... I don't think a guest can rate rght after booking the hostel...

Not any more, or at least in hostelworld, now, as soon as they make a booking...they can already rate you. At least, that's what i have been told...

agree this happens!

Only once when the reviewer said they were in a separate building to the main hostel, and it was filthy. We have no separate building here - all the rooms are in one building. I emailed her and she was kind enough to email HW and ask for the review to be taken off. The ones I hate are the no comment review - I've had people who were very happy, and assured me they were going to leave a glowing review, and then when I've seen the review it just has a percentage and no comment, and been a poor percentage.
