A new kind of hostel in Tokyo, Japan

We have come up with a novel idea for a hostel in an untapped region of Tokyo. This industry in Japan is extremely good... what other country has a fanclub like Japan does? I've spent some time living in Japanese hostels, I know the market, I have all the necessary contacts (legal, architectural, construction, etc.) to start. We have 10,000,000 JPY in capital and we are soliciting up to 30,000,000 JPY more.
