Like a Hostel, but not a Hostel...

Hey folks,

I have been "lurking" on the site and reading with interest. The reason being is that I have a need for our non-profit organization and the closest business model I can think of is the Hostel business.
We offer beds in regular residential houses (in Atlanta, GA, US) for people that have lost their homes, the disabled, and people recovering from drugs and alcohol.
The current financial situation has dramatically increased the need for this kind of housing, and we are trying to keep up with our archaic paper based tracking system.

I have an IT background, so I am all about using computers... so I am looking for a reasonably inexpensive software system to track who's in what bed (personal data on residents), how many beds in the house, number of free beds, and who has paid, who hasn't paid, and so on.
We also need to track property data too such as maintenance, repairs, bills, and so on.
I also want the software to be entirely web based (i.e. no download and install on individual computers)
