People DO go to France. Paris and Nice are the main spots though. It´s the same with Germany: Berlin and Munich are extremely popular, but the whole rest is completely under-rated. There are plenty of small hostels all over Germany though. I have no idea why there are so few in France.
I agree with Klaus, people do visit Paris. I think the best answers would come from some Paris hostel owners but as my own I suppose a lot of regulations could be a reason.
Otherwise there are lots of countries even in Europe, where the term hostel doesn't even exist in the law!!! :confused:
In Paris you can hardly find many hostels but a lot of budget hotels, which definitely makes their stay shorter, although they WILL visit Paris. ;)
It is probably the same problem with Venice, Milan or Florence... Which is a pity, most of the backpackers spend about 2-4 weeks in Italy! :rolleyes:
Don't be confused if you don't find a hostel in a popular city! If you take a look on Croatia for example, the oldest hostels are about 4 years old... Before the first hostels, people were staying in either 3 star hotels or in apartments or just camped with their tents! Backpackers are very ingenious species! ;)
